Which provision in the constitution helps in proper governance of the country?

The Directive Principles of State Policy (DPSP) are provided in Part IV of the constitution starts from Article 36 to Article 51. The idea of Directive Principles of State Policy was borrowed from the Irish Constitution and copied it from the Spanish Constitution. The Directive Principles of State Policy are analogous to the 'Instrument of Instructions' enumerated in the Government of India Act of 1935. It includes a comprehensive programme for a modern democratic country, which aims to realisation of Justice (social, economic and political), Liberty, Equality and Fraternity which are outlined in the preamble of the constitution. These are non-justifiable in nature, but these are fundamental in the governance of the country. Generally DPSPs are categorized according to socialistic, Gandhian and liberal-intellectual principles.
SOCIALISTIC PRINCIPLES: Articles related to these principles carries the ideology of socialism which aims to provide social and economic justice, and path towards welfare state. These principles directs the state under different Articles as:
1. Under ARTICLE 38 they directs the state to promote the welfare of the people by securing a social order through social, economic and political justice, and minimise inequalities in income, status, facilities and opportunities.
2. Under ARTICLE 39 they directs the state to secure
(a) right to adequate means of livelihood for all citizens.
(b) equitable distribution of material resources of the community for the common good.
(c) prevention of the concentration of wealth and means of production.
(d) equal pay for equal work for men and women.
(e) preservation of the health and strength of workers and children against forcible abuse.
(f) opportunities for healthy development of children.
3. Under ARTICLE 39A they directs the state to promote equal justice and to provide free legal aid to the poor.
4. Under ARTICLE 41 they directs the state to secure the right to work, right to education and right to public assistance in cases of unemployment, old age, sickness and disablement.
5. Under ARTICLE 42 they directs the state to make provision for just and humane conditions for work and maternity relief.
6. Under ARTICLE 43 they directs the state to secure all the workers on the grounds of a living wage, a decent standard of life and social and cultural opportunities.
7. Under ARTICLE 43A they directs the state to take steps to secure the participation of workers in the management of industries.
8. Under ARTICLE 47 they directs the state to raise the level of nutrition and the standard of living of people and to improve public health.
GANDHIAN PRINCIPLES: Articles related to these principles carries the ideology of Mahatma Gandhi. These are as bellow
1. Under ARTICLE 40 they directs the state to organize village panchayats and endow them necessary powers and authority to enable them to function as units of self government.
2. Under ARTICLE 43 they directs the state to promote cottage industries on an individual or co-operative basis in rural areas.
3. Under ARTICLE 43B they directs the state to promote voluntary formation, autonomous functioning, democratic control and professional management of co-operative societies.
4. Under ARTICLE 46 they directs the state to promote the educational and economic interests of SCs, STs, and other weaker sections of the society and protect them from social injustice and exploitation.
5. Under ARTICLE 47 they directs the state to prohibit the consumption of intoxicating drinks and drugs which are injurious to health.
6. Under ARTICLE 48 they directs the state to prohibit the slaughter of cows, calves and other milch and draught cattle and to improve their breeds.
LIBERAL-INTELLECTUAL PRINCIPLES: Articles related to these principles carries the ideology of liberalism.
1. Under ARTICLE 44 they directs the state to secure for all citizens of uniform civil code throughout the country.
2. Under ARTICLE 45 they directs the state to provide early childhood care and education for all children until they complete the age of six years.
3. Under ARTICLE 48 they directs the state to organize agriculture and animal husbandry on modern and scientific lines.
4. Under ARTICLE 48A they directs the state to protect and improve the environment and to safeguard forests and wildlife.
5. Under ARTICLE 49 they directs the state to protect monuments, places and objects of artistic or historic interest which are declared to be of national importance.
6. Under ARTICLE 50 they directs the state to separate judiciary from the executive in the public services of the state.
7. Under ARTICLE 51 they directs the state to promote international peace and security and maintain just and honourable relations between nations, and to foster respect for international law and treaty obligations, and to encourage settlement of international disputes by arbitration.
OTHER DIRECTIVES OUTSIDE PART IV:
1. Under ARTICLE 335/Part XVI Claims of SCs and STs to Services are included. This Article directs the state to consider the claims of the members of the Schedule Castes and Schedule Tribes, consistently with the maintenance of efficiency of administration, in the making of appointments to services and posts in connection with the affairs of the Union or a State.
2. Under ARTICLE 350A/Part XVII provides for the Instruction in mother tongue. This Article directs the state that it shall be the duty of every state and every local authority within the state to provide adequate facilities for instruction in the mother-tongue at the primary stage of education to children belonging to linguistic minority groups.
3. Under ARTICLE 351/Part XVII they directs the state for Development of the Hindi Language. This Article directs the state that it shall be duty of the Union to promote the spread of the Hindi Language and to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India.
